Carol A Spencer is a visionary and innovative leader with a broad background in the private sector, public sector, and non-profit world. Spencer is nationally recognized for her innovative use of social media in emergency management and state of the art government web development. Spencer has extensive experience in needs assessment, systems design and installation of computer systems and software, building web presences, and social media applications.
A former councilwoman and mayor, Spencer's broad public service experience gives her a unique combination of perspectives when working with local governments.
Spencer is a founding board member of the National Association of Government Web Professionals, and currently serves as its Finance Director. She is the past president of the Government Web Professionals of NJ.
Her work has been the subject of a Hootsuite White Paper on Emergency Communications and cited by the National Association of State CIOs as an innovative cross jurisdictional collaborative.
